Dale Allen Quarterley (born January 25, 1961) is an American professional stock car racing driver from Westfield, Massachusetts. He is best known for his long career in NASCAR’s regional touring series, most notably the NASCAR Busch North Series and the ARCA Menards Series. Quarterley has also competed in the NASCAR Craftsman Truck Series and the AMA Superbike Series, and he owns and operates his own team, 1/4 Ley Racing.
Early Life and Background
Dale Allen Quarterley was born on January 25, 1961, in Westfield, Massachusetts. He grew up in the northeastern United States, a region with deep roots in short-track stock car racing. His New England upbringing placed him near several historic tracks that have long produced talent for NASCAR’s touring divisions.
Before turning to four wheels, Quarterley explored two-wheel competition, competing in the AMA Superbike Series. That motorcycle background helped sharpen his race craft and his comfort with high-speed machinery, skills that translated directly when he shifted his focus to stock car racing.
Path to NASCAR
Quarterley began his NASCAR career in 1994, entering the NASCAR Busch North Series with his first start coming at Lime Rock Park, where he finished twelfth. From there, he continued to log sporadic Busch North starts over the next several seasons, steadily building experience on the region’s demanding ovals and road courses.
In 1999, he ran the full Busch North season for the first time and scored his first series win at Beech Ridge Motor Speedway, leading all but two laps. The victory established him as a contender in the series and opened the door to bigger opportunities on the national NASCAR stage.

Early Career (1994–1998)
Quarterley’s early NASCAR years were spent learning the ropes in the Busch North Series, where he entered selected events while balancing the costs of running his own program. He finished twelfth in his debut at Lime Rock Park in 1994 and continued to make occasional starts through the rest of the decade, gaining valuable seat time on a variety of track layouts.
During this developmental phase, Quarterley built the relationships and mechanical knowledge that would later allow him to field his own competitive entries. The experience laid the foundation for his breakthrough full-time campaign in 1999.
Busch North Series Breakthrough (1999–2007)
Quarterley’s first full Busch North season came in 1999 and produced his first series victory at Beech Ridge Motor Speedway, where he dominated by leading all but two laps. The performance signaled that he could compete for wins on a weekly basis and established him as one of the series’ notable talents during that era.
He continued to improve over the following seasons, and in 2002 he came close to another big win at Watkins Glen International, where he captured the pole and led the most laps before running out of fuel during a green-white-checker finish. Over time, Quarterley scaled back to a part-time Busch North schedule and, after originally announcing plans to enter a 2007 West Series race at Sonoma, he sat out the entire 2007 season and served as crew chief for fellow competitor John Salemi.
ARCA Menards Series (2021–Present)
Quarterley returned to the ARCA Menards Series in 2021, driving the No. 3 car for Mullins Racing at the Watkins Glen road course. In 2022, he entered the main ARCA Series season-opener at Daytona with Bobby Gerhart Racing in the No. 5, and he also ran the road course races in the main ARCA Series and the ARCA Menards Series West for his own team, 1/4 Ley Racing, in the No. 32 car. At Watkins Glen that year, after AM Racing entered the main ARCA race with their No. 32 for Austin Wayne Self, Quarterley switched to the No. 4 entry.
On January 28, 2023, Quarterley announced plans to make his NASCAR Craftsman Truck Series debut at Circuit of the Americas with 1/4 Ley Racing, using a former Kyle Busch Motorsports Toyota that the team converted to a Chevrolet. He also revealed plans to return to the ARCA Menards Series road course events and the West Series, the Daytona season-opener, and the two main ARCA dirt races, expanding the team’s footprint across multiple series. To date, Quarterley has scored a total of six wins in the K&N Pro Series East.
1/4 Ley Racing Era (2022–Present)
The formation of 1/4 Ley Racing has given Quarterley the freedom to enter races across several NASCAR and ARCA platforms under his own banner. The team fields the No. 32 Chevrolet SS in ARCA Menards Series competition, the No. 32 Chevrolet SS in the ARCA Menards Series West, and the No. 32 Chevrolet Silverado RST when Quarterley enters Craftsman Truck Series events.
Running his own operation has allowed him to pick and choose the road course and superspeedway dates that suit his experience, while also providing a development pipeline for his growing Truck Series ambitions.

Among Quarterley’s most memorable moments are his dominant 1999 win at Beech Ridge Motor Speedway, his near miss at Watkins Glen in 2002 after leading the most laps, and his runner-up finish in the 2011 Nationwide Series event at Dover International Speedway.
