Blaine Michael Perkins (born February 28, 2000) is an American professional stock car racing driver. He competes full-time in the NASCAR O’Reilly Auto Parts Series, driving the No. 31 Chevrolet Camaro SS for Jordan Anderson Racing. Standing 5 feet 8 inches tall, Perkins has built his career steadily through regional and national stock car series since his teenage years.
A native of Bakersfield, California, Perkins races in the Chevrolet camp and has become a familiar name in the NASCAR development ladder. Over the course of his career, he has competed in the ARCA Menards Series, the ARCA Menards Series West, the NASCAR Craftsman Truck Series, and the NASCAR Xfinity Series, before settling into his current ride with Jordan Anderson Racing.
Early Life and Background
Blaine Michael Perkins was born on February 28, 2000, in Bakersfield, California. Growing up in the heart of California’s central valley, he was surrounded by a thriving short-track racing scene that helped shape his early interest in motorsports. Like many young drivers from the region, Perkins began his racing journey at a very young age, learning the basics of car control and race craft on local ovals.
Perkins started his competitive racing career in Bandolero cars, a popular entry-level open-wheel stock car used at tracks across the United States. The Bandolero ranks gave him a chance to develop his skills in a controlled environment and prepare for the jump to heavier, full-bodied stock cars.
Path to NASCAR
Perkins made his debut in the ARCA Menards Series West in 2015 at All American Speedway in Roseville, California, driving the No. 54 Toyota for Bill McAnally Racing. He started seventeenth and finished thirteenth in that event. The following season, he secured a full-time ride in the West Series with Steve Portenga Racing, driving the No. 21 car, and continued to gain valuable experience on a variety of California short tracks.
In 2018, Perkins moved up to the ARCA Racing Series, driving in five races for Mason Mitchell Motorsports in the team’s No. 98 and No. 78 Chevrolet entries. He had actually made his ARCA national series debut the year before at Kentucky Speedway, where he started and finished ninth. Early Career (2015-2019)
Perkins’ early professional years were split between regional touring events and short-track competition. After his 2015 ARCA West debut, he ran a full West Series schedule with Steve Portenga Racing in 2016. He then expanded into the national ARCA Racing Series with Mason Mitchell Motorsports in 2017 and 2018, building his resume against more experienced competition.
The 2019 season was a defining one at the grassroots level. Perkins swept the Irwindale Speedway and Kern County Raceway Park track championships and added the California Whelen All-American Series title to his résumé. Those wins established him as one of the top short-track drivers in the state and set the stage for his full-time return to the ARCA Menards Series West in 2020.
ARCA Menards Series West Breakthrough (2020)
Perkins returned to the West Series in 2020, joining Sunrise Ford Racing to drive the No. 9 Ford. He replaced Jagger Jones in the seat and was paired with new teammate Trevor Huddleston. The year quickly turned into a breakout campaign, as Perkins earned his first West Series victory in the second race of the Utah Motorsports Campus doubleheader on June 27, 2020. He also won the pole for the first race of that doubleheader, his first pole award in the series, though he finished eleventh in the pole-sitting race.
NASCAR Xfinity Series (2021-2024)
Perkins moved up to the NASCAR Xfinity Series in 2021, driving part-time for Our Motorsports. After navigating owner-points issues with the team’s original No. 03 entry, he transitioned to the jointly fielded No. 23 car and posted a memorable first career Xfinity stage win at Talladega Superspeedway, taking the checkers in stage two before finishing thirteenth overall. On December 23, 2021, he was announced as the full-time driver of the No. 9 Chevrolet Silverado for CR7 Motorsports in the NASCAR Craftsman Truck Series for 2022. His Truck Series campaign proved difficult, with a best result of eighteenth at Nashville.
On January 9, 2023, Perkins returned to the Xfinity Series full-time with SS-Green Light Racing in the No. 07. After a brief stint, the two sides agreed to part ways, and he rejoined Our Motorsports in the No. 02 at Richmond Raceway. On April 22, 2023, he was involved in a violent crash at Talladega when contact from Jade Buford sent his car airborne on the backstretch. The car barrel-rolled six times before landing right side up. Perkins climbed out under his own power and was taken to a local hospital for evaluation. He closed the year 29th in points with a best finish of thirteenth at Martinsville.
In 2024, Perkins drove the No. 29 full-time for RSS Racing. He posted no top-ten finishes, with a high mark of thirteenth at the Phoenix spring race, and failed to qualify at Watkins Glen. He finished 27th in the final standings, the lowest-ranked full-time driver that season.
Jordan Anderson Racing Era (2025-Present)
On December 6, 2024, Jordan Anderson Racing announced that Perkins would take over the No. 31 entry for the 2025 NASCAR O’Reilly Auto Parts Series. The move paired the California native with a young, growing organization looking to build consistency in the national series. On November 20, 2025, the team confirmed that Perkins would return to the No. 31 Chevrolet for the 2026 season.

Perkins has built much of his reputation on the larger, high-speed ovals where drafting and track position matter most. His Talladega stage win in 2021 and his best 2025 Xfinity result at the same track suggest a comfort level with pack racing and superspeedway strategy.
